He leveled the blunt yellow pencil down toward Lot One on the eastern ridge, where twelve imperial void dreadnoughts sat dead in the dirt, their skids clamped in bright orange impound boots. Tie Kuang stood by the staging rack down there, a heavy four-inch pneumatic impact wrench slung over his shoulder like a fowling piece, chewing on a matchstick and waiting for the word.

"Here's the tally. The Great Yan Imperial Navy has racked up six hundred thousand coppers in unauthorized airspace penetration, twelve thousand for heavy recovery and emergency towing, plus daily storage on the gravel lot. That's a nasty line item for your quarterly ledger."

Austin flipped a sheet on the clipboard, unrolling a large blue drafting print across the railing so the Emperor could see the cross-section.

"Take a look. What you're seeing here is a continuous superconducting magnetic levitation guideway with dual linear induction stators. It calls for a fifty-foot cleared commercial right-of-way, pre-stressed concrete support bents spaced thirty paces on center, and a zero-deflection crushed basalt ballast bed. "Keep your blood off the roadbed, and no, they're not dragon meridians," Austin said with an amused snort, tapping the freshly unlocked Level 55 blueprint. "Blood ruins concrete curing and has terrible dielectric strength. What I need is your commercial highway easement. We're running a high-speed magnetic levitation transit line from this mountain straight to your palace gates, and we start laying track today."
