To the right lay a fresh sheet of heavy drafting vellum clipped to Austin’s dented aluminum board. Crisp blue pencil borders, clean architectural lettering, and a bold rubber-stamped header in greasy yellow wax:

Emperor Yan Ming knelt right on the cedar decking, his white hemp hem tucked neatly under his knees. Even with a newly forged True Divine Transformation core pulsing in his chest—a cultivation realm that made him the terrifying undisputed warlord of seventy provinces—he kept his chin down and his hands flat. In his right fist he gripped an imperial wolf-hair brush dripping with celestial cinnabar, his eyes darting back and forth between the vellum and the contractor in the faded denim vest.

Beside the Emperor, the Prime Minister cleared his throat. His hair was still shiny black from Austin’s solar de-aging wash, and his hands shook only slightly as he unrolled an imperial silk transcript, reading off the four primary covenants in a high, unsteady warble:

*"Article One: Extraterritorial Jurisdiction and Territorial Sovereignty. The Great Yan Dynasty hereby recognizes Sunset Peak, its subterranean industrial facilities, atmospheric airspace, and all associated civil infrastructure as a Supreme Sovereign Entity. All territories within five thousand leagues of Mount Clear Sky shall enjoy perpetual extraterritorial immunity, complete municipal tax exemption, and sovereign zoning independence for a term of fifty thousand years!"*

Austin took a slow, steaming drag off his jasmine tea, letting the steam fog the lower rim of his green spectacles:

"Fifty thousand years of zoning independence. Good. That's how you keep peace in the valley. I've dealt with county planning boards before, and there's nothing worse than some third-tier zoning clerk driving out in a municipal wagon to cry about unpermitted subterranean foundries or setback violations on a cooling tower. We keep our own building codes, we do our own inspections. Standard industrial park sovereignty."

The Prime Minister swallowed hard, pushed his horn-rimmed reading spectacles up the bridge of his nose, and moved down the roll:

*"Article Two: Settlement of Municipal Citations, Grounding Fees, and Atmospheric Restitution. In lieu of cash penalties for twelve counts of Class-B reckless airspace penetration, severe acoustic nuisance, and unpermitted low-altitude hovering, the Great Yan Empire shall immediately transfer from the Imperial Treasury five hundred metric tons of Grade-5 Star-Iron Titanium, ten thousand wooden barrels of cold-pressed, refined castor machinery oil, and one hundred thousand high-grade spirit crystals directly to Sunset Peak's Floor 2 Heavy Foundry!"*

Austin leaned his elbows on the table, tapping the blunt tip of his grease pencil against the wood:

"Make damn sure that titanium is certified Grade-5 equivalent," Austin warned, looking Yan Ming dead in the eye. "Six percent aluminum, four percent vanadium. Tie Kuang runs an optical tester down in the foundry. If his tester picks up slag pockets, bubbles, or dirt when we drop those ingots into the arc furnace, the entire five hundred tons gets stamped REJECTED. We'll haul it right back to your capital COD. We're casting continuous high-speed mag-lev guideways here, not backyard decorative fencing. Tolerances are non-negotiable."

Yan Ming bowed until his forehead touched the edge of the vellum:

"The Sovereign may inspect every ounce! The Star-Iron Titanium was refined in dragon-fire crucibles by our Grand Alchemist Guild! Ninety-nine point nine percent purity, guaranteed without a grain of slag!"

Down by the bottom of the porch steps, Tie Kuang clutched his four-inch pneumatic impact wrench to his chest like a newborn babe. A greasy tear leaked down through the soot on his cheek, his iron-threaded beard trembling with sheer industrial ecstasy:

"Five hundred tons of Grade-5... ten thousand barrels of heavy lubricating oil..." the dwarf muttered, voice cracking with emotion. "Boss... our fifty-ton forging press... our induction ladles... we don't ever have to shut down! We can pour seamless rail until the cows come home!"

"Settle down, Tie Kuang. Don't go fogging up your safety glasses," Austin muttered with a half-grin. "Let the man finish the manifest."

The Prime Minister dabbed sweat off his newly smooth forehead with a silk sleeve:

*"Article Three: Perpetual Monthly Tribute and Logistics Allowance. On the first morning of every lunar cycle, the Imperial Ministry of Revenue shall deliver one hundred wagonloads of refined commercial copper ingots, fifty crates of royal-grade cured meats, mountain teas, and preserved citrus, and five thousand bolts of heavy-duty woven canvas directly to the freight gates of Mount Clear Sky!"*

Austin’s eyes lit up behind his green lenses. He tapped the pencil against his front teeth, savoring the line item:

"An automated monthly VIP login bundle," Austin murmured to himself in pure gamer bliss. "Guaranteed raw materials dropped right into the base mailbox on the first of the month. No farming, no grinding nodes in the brush. Free copper for busbars, good chow for the breakroom, and heavy canvas tarps to keep the rain off the transformers. That's a top-shelf season pass perk right there. Put a checkmark on Article Three."

The Prime Minister gave a quick, jerky bow, moving his finger to the final clause:

*"And Article Four: The Celestial Iron Dragon Corridor and Commercial Right-of-Way. The Great Yan Dynasty grants Sunset Peak an unrestricted, sixty-foot-wide sovereign commercial easement along the entire two-thousand-mile corridor of the Northern Imperial Highway, stretching from the base of Mount Clear Sky directly into the Great Meridian Gate of the Imperial Palace. This easement grants full rights for the grading, boring, excavation, construction, operation, and maintenance of the High-Speed Superconducting Mag-Lev Transit Line, including all overhead high-voltage lines, sub-surface conduits, and passenger depots!"*

Emperor Yan Ming looked up, his palms pressed flat against the cedar planks:

"We pray the Master Contractor accepts our humble reparations and ratifies this covenant between heaven and the Great Yan court!"

Austin picked up his grease pencil.

He sighted down the beveled wax tip, made sure the edge was clean, dragged the vellum toward his belt buckle, and signed across the bottom line in heavy, deliberate block lettering:

`AUSTIN (CHU YUAN) — MASTER CONTRACTOR & LEAD PROJECT SUPERINTENDENT` `SUNSET PEAK CIVIL & HEAVY INDUSTRIAL INFRASTRUCTURE LLC`

Yan Ming took the wolf-hair brush, dipped it deep into the red cinnabar, and stamped his royal imperial dragon seal right beside Austin’s wax signature. Then, without a flinch, the Emperor bit the pad of his thumb and pressed a crimson blood-mark over the crest:

A blinding flash of golden light flared from the drafting vellum. A deep contractual hum shuddered down through the lodge footings, vibrating into the mountain bedrock where the First Epoch core pulsed in subterranean dark.

Grab the crew. Get down to Lot One, unbolt those yellow boots off the twelve dreadnoughts, and hand Admiral Meng his stamped inspection release slips."

"On it, Boss!" Tie Kuang roared, hoisting the four-inch pneumatic tool over his shoulder and charging down the gravel path like a runaway bull.

Down in the staging yard, the big air wrench went to work:

*BZZZZT-CLACK-CLACK!* *BZZZZT-CLACK-CLACK!*

One after another, the four-hundred-pound forged-steel boots fell loose from the three-foot-thick landing skids. Tie Kuang’s dwarf apprentices hauled the manganese clamps onto heavy handcarts, scraped off the orange impound stickers with razor scrapers, and slapped bright green **[RELEASED / VEHICLE CLEARED]** inspection tags onto the gangway stanchions.

Grand Admiral Meng and thirty-six hundred imperial void marines stood rigid on the main deck of the flagship *Sun-Slayer*. They looked down at their freed landing gear. They looked toward the porch of the lodge, where their Emperor—barefoot in plain hemp—stood bowing with deep respect to a man in a blue hard hat and faded denim.

Meng dropped hard onto both knees on the gangway grating, throwing his fists to the sky in a tearful military salute:

"We thank the Master Contractor for his limitless mercy! The Void Armada shall not skulk away in disgrace! We place our hulls at the service of Sunset Peak! We shall fly as the heavy aerial crane division for the Sovereign’s silver rails!"

Austin strolled over to the cedar railing, leaned out, and cupped his hands around his mouth:

"Now you're talking sense, Admiral! Rig your belly winches with twelve-part braided wire rope! You're gonna hug the right-of-way easement and pick up pre-cast concrete bents straight from the yard! Those flying flatbeds of yours are finally gonna earn their fuel instead of blowing shingles off my storage sheds!"

Meng saluted with crisp imperial snap, tears streaking his grizzled jaw:

"The Armada shall haul whatever the Master Contractor points at! Even if we must hoist the mountain ridges themselves!"

Austin looked north, where the two-thousand-mile imperial highway cut through timber stands, broad river valleys, and jagged granite gaps all the way to the capital. The morning air was crisp and dry. Down in his chest, the one-exawatt fire of his Level 55 core hummed with steady, vibration-free power.

Austin reached behind his hip, unclipped his forty-pound, five-foot Tier 4 Stellar-Steel pipe wrench from its magnetic holster, and hoisted the heavy iron tool toward the Second Sun:

"Alright, crew! Listen up!" Austin's voice rolled down the switchbacks, carried by the subtle resonance of his thirty-G gravitational field.

Down along the terraces, fifty thousand sect cultivators, twelve towering siege golems, and three thousand dwarven and demonic artisans froze mid-motion, looking up toward the timber lodge.

"The contracts are stamped! The titanium is sitting on the foundry dock! The easement is clear and legal!" Austin swung the pipe wrench northward like an artillery barrel: "Three thousand skilled mechanics on rail alignment! Twelve siege golems on viaduct column placement! Fifty thousand auxiliary cultivators on sub-grade tamping and aggregate compaction! We're laying two thousand miles of superconducting titanium mag-lev track today, and I want the maiden voyage docked at the Imperial Capital before the sun goes down!"

Fifty thousand voices roared back from the valley floor:

"BY THE SOVEREIGN'S COMMAND!"
