Austin was standing on the ceremonial observation mezzanine of the Geosynchronous Equatorial Ring, suspended forty-two thousand kilometers above the blue-green marble of the Azure Cloud Sphere. Across the twenty-foot-wide diamond-plate pedestrian concourse stretched a bright red, three-inch-wide polypropylene surveyor's ribbon, tied securely between two schedule-40 galvanized steel stanchions using neat clove-hitch knots.

In Austin’s right hand was an oversized pair of drop-forged tin snips, their hardened alloy steel blades polished to a mirror finish. In his left hand was a heavy aluminum clipboard containing the master municipal occupancy permit, thirty-six pages of structural load-test sign-offs, and an official Certificate of Substantial Completion.

Before the dignitaries had been permitted onto the mezzanine, Austin had personally conducted a thirty-minute mandatory fall-protection briefing. Every king, emperor, and ancient patriarch had been forced to step into a full-body nylon harness with dorsal D-rings, submit their boots to a digital sole-conductivity test to prevent electrostatic discharge onto the superconducting busways, and clip their twin shock-absorbing lanyards to the overhead steel cable lifeline.

Gathered behind the red ribbon was the most prestigious, terrifying, and thoroughly certified assembly of dignitaries in the history of the mortal cosmos.

Emperor Wu of the Great Yan Empire stood proudly at attention, wearing a pristine high-visibility orange ceremonial sash draped over his imperial dragon robes, his golden crown replaced by an authorized yellow hard hat bearing three silver service stars. Beside him was High Sovereign Ling Feng of the Western Jade Lands, clutching a laminated copy of the Sacred OSHA Building Covenant to his chest like a holy scripture. Next to them stood Patriarch Gu of the Abyssal Ocean Sect, his scaly blue hands resting respectfully upon the handrails, accompanied by fifty ancient clan patriarchs, thirty sect elders, and four hundred void inquisitors.

Every single one of them was wearing safety glasses with side shields, steel-toed work boots, and an orange safety vest with retroreflective silver strips.

"Welcome, gentlemen," Austin said into his podium microphone, his voice echoing across the orbital ring’s public address system and broadcasting live down the twelve elevator cables to four billion citizens on the planet below. "Today marks the official transition from active construction status to commercial utility operation for Project Dyson-Alpha: The Planetary Geosynchronous Equatorial Ring and Twelve-Thousand-Mirror Solar Collector Swarm."

A polite, disciplined round of applause rippled through the assembled monarchs. Emperor Wu clapped with vigorous enthusiasm, while Ling Feng nodded with solemn, reverent gravity.

Austin tapped the microphone with his pencil, adjusting his reading glasses.

"Before we cut the ribbon and energize the primary municipal distribution grid," Austin continued, "we will review the final engineering numbers to ensure compliance with municipal building codes, NFPA electrical standards, and the ASME Boiler and Pressure Vessel Code."

He clicked a wireless presenter remote.

A massive, thirty-foot holographic display illuminated the mezzanine, casting a warm amber glow across the faces of the emperors.

The twelve space elevator spires maintain four point five million tons of static pre-load each, giving us absolute radial stability against solar wind."

He looked at the front row of emperors.

"All twelve thousand mirrors have passed optical collimation tests. Their specular reflectivity is verified at ninety-nine point nine eight percent, thanks to Commander Xue Long's crew and their microfiber rags. All fifty captured Harvester dreadnoughts have been successfully converted into zero-gravity foundries, machine shops, and scrap sorting decks."

Austin flipped to the electrical allocation schedule on page four of the report.

"The power budget is allocated as follows: One hundred exawatts dedicated to heavy industrial refining and zero-gravity asteroid smelting. Eighty exawatts allocated to continental residential heating, clean lighting, and municipal water pumping. One hundred and twenty exawatts dedicated to agricultural desalination networks and automated hydroponic greenhouses across all five empires. And the remaining two hundred exawatts will be held in spinning reserve within our subterranean molten-salt capacitor caverns to support Phase Nine deep-space grid expansion."

Emperor Wu cleared his throat politely, adjusting his yellow hard hat. "Lord Architect... regarding the induction heating coils installed in the Great Yan Imperial Palace... our royal court expresses eternal gratitude. However, the dragon throne’s heating element reaches sixty degrees Celsius within three minutes. Our grand chancellor found his silk trousers singeing during the morning imperial audience."

"Turn the thermostat down, Wu," Austin said flatly. "There’s a little rotary dial right under the left armrest. It’s calibrated in Celsius. Don't leave it on setting ten. That’s for melting winter ice off the steps, not warming your seat."

"Ah!" Emperor Wu gasped, bowing apologetically. "A rotary dial! The wisdom of the Architect is boundless and exact!"

Down on the lower maintenance track beneath the mezzanine, former Sovereign Chen Tian and Elder Mo Fan paused in their sweeping duties.

Both ancient cosmic conquerors leaned on their four-foot push brooms. They looked up at the glowing holographic certificate with expressions of deep, quiet peace.

"Look at those numbers, Mo Fan," Chen Tian murmured softly, wiping a speck of dust from his yellow hard hat with a clean cotton rag. "Zero lost-time accidents. Zero hoop stress. For sixty million years, our Citadel thought true power lay in slaughtering stars and drinking the blood of dying worlds. How foolish we were. True cosmic supremacy... is a zero-defect structural inspection report."

Xuan Ming walked by on the inspection catwalk above them, pausing to peer down at their dustpan.

"Good form on the broom stroke, Laborer Chen," Xuan Ming called down, his tone professional and approving. "The sweeping path is uniform, and you've captured ninety-six percent of the gold dust without raising particulate clouds. Here."

Xuan Ming reached into his pocket and tossed a small, stamped enamel pin down to the former cosmic sovereign.

Chen Tian caught it with two fingers. It was a bright green enameled pin shaped like a cross, reading: `100 HOURS SAFE LABOR - ZERO INCIDENTS`.

Tears welled in Chen Tian’s four eyes. He carefully pinned the green badge directly over his heart on his fluorescent orange vest.

"Thank you, Supervisor Xuan Ming," Chen Tian whispered with trembling humility. "I shall wear it with unyielding pride."

Up on the mezzanine, Austin turned back to the crowd of monarchs.

"With the signing of this certificate," Austin said, pulling an official red ink pad from his clipboard and pressing his thumb into the ink before stamping the bottom of the parchment with a crisp, authoritative *THWACK*, "the Azure Cloud Sphere is officially classified as a Type-Two Kardashev planetary civilization. Clean, limitless, three-phase exawatt electrical power is now permanently available across all five mortal empires. The cost per kilowatt-hour is permanently set to zero."

Emperor Wu let out a ragged, trembling breath. Tears welled in his eyes, spilling over his cheeks and dripping onto his orange sash.

"Zero..." Emperor Wu wept softly. "Endless light for our villages... warmth for our mountain provinces in the bitter winter... clean water pumped to every farm... all for zero spirit stones."

High Sovereign Ling Feng bowed his head, his hands trembling as he pressed his palms together. "The Golden Age of the Mortal Firmament has arrived. Not through the slaughter of war, nor through the selfish ascension of a solitary immortal, but through the righteous alignment of twelve cables and a well-balanced track."

Austin lifted the heavy tin snips, positioning the steel blades around the bright red surveyor's ribbon.

"I hereby declare the Geosynchronous Equatorial Ring and the Planetary Dyson Swarm officially open for public transit and utility service."

*SNIP.*

The ribbon parted cleanly.

*CLACK-WHUUUUM.*

Austin threw the master distribution breaker.

Across forty-two thousand kilometers of space, twelve thousand parabolic mirrors flared with warm, golden luminescence. Along the entire circumference of the ring, fifty thousand miles of superconducting star-jade busways lit up with blinding, brilliant white light.

Down through the twelve elevator cables, twelve colossal columns of golden power surged into the planet below.

From the surface of the world, billions of mortal citizens watched the night sky ignite into a breathtaking, planetary aurora of pure golden light. In every city, town, village, and hermitage across five empires, electric streetlamps, induction heaters, water pumps, and workshop looms hummed to life in simultaneous, harmonious chorus. The darkness of night was banished, replaced by the gentle, golden dawn of a world powered by the heart of a tamed star.

Outside the mezzanine windows, Pug’s orbital patrol module drifted past along its perimeter track.

Through the multi-pane quartz viewing port, Pug could be seen sitting proudly in his pressurized Nomex suit, happily gnawing on his solid-platinum tennis ball, his three heads resting against the padded window sill as all three of his tails wagged in slow, rhythmic contentment.

Beside Austin’s hip, his tin lunchbox, utility knife, pencil sharpener, crescent wrench, reciprocating saw, spirit level, and linesman’s pliers continued their steady, silent, twelve-foot-per-second orbit through his eighty-G gravitational frame-dragging field.

Austin took a sip of lukewarm black coffee from his steel thermos, wiped his mouth with the back of his hand, and closed the lid with a firm, practiced twist.

"Good ceremony," Austin said, turning to Tie Kuang. "Clean cuts on the ribbon. No loose threads. Now, let’s get the punch list started for Season Nine. We've got an asteroid belt to survey and an event horizon to build."
