Standing proudly atop the open observation deck of the chariot was a tall, sharp-featured man with an aristocratic sneer.
He wore the opulent, high-collared crimson robes of a Senior Inspector from the Central Ministry of Revenue and Celestial Assets. Around his neck hung an eight-pound necklace of carved sovereign-jade, and on his head rested a towering magistrate's hat bound with golden tassels.
This was Imperial Inspector Lord Sterling.
Felix squinted up through the tree leaves, tilting his chin.

Up in the chariot, Lord Sterling looked down at Solitude Spire with profound disgust.
He held a golden looking-glass to his right eye, surveying the peak.
He saw an overgrown yard choked with dandelions and giant cabbages. He saw a crooked wooden shack with warped pine siding and a rusted tin mailbox.
He saw a girl he recognized as Lyra Ashford, the runaway sword prodigy of the noble Ashford Clan, dressed like an ordinary scullery maid and serving tea to a bum in hemp pajamas.
And in the center of the weeds, stacked like worthless firewood, were the thirty-two glowing spirit-jade tribute chests that Admiral Balthazar had abandoned two weeks ago.
Sterling’s thin lips curled into a predatory sneer.
"Absurd," Sterling scoffed, his aristocratic voice amplified by an enchanted jade megaphone that echoed across the entire valley. "Not yet," Sterling sneered, adjusting his towering magistrate hat. "First, we execute the supreme imperial prerogative. Everything on this floating rock belongs to the Son of Heaven!"
Sterling reached into the embroidered sleeve of his crimson robe and pulled out a heavy scroll of dragon-silk.
With a flick of his wrist, the scroll unfurled. It burned with blazing golden characters that hovered thirty feet wide in the open sky:

Sterling glared down at the canvas chair.
"You are charged with grand treason, impersonating a celestial sovereign, and practicing unregistered atmospheric sorcery! Disarm your wards, cast aside your slippers, and crawl forward on your knees to receive the imperial fetters!"
The four Celestial Scale-Drakes roared in unison, spewing twin jets of golden dragon-fire into the skybox to emphasize the proclamation.
The twelve imperial guards lowered their halberds, locking their killing intent onto the quiet yard.
Down below, Lyra Ashford stepped forward onto the grass. Her silver rapier cleared its scabbard with a crisp, lethal ring.

Sterling threw back his head and laughed, a mocking, high-pitched bray that grated on the ears.
"Little girl," Sterling sneered down at her. "You have spent too much time playing house with this peasant! Do you believe your Ashford Clan still holds sway in the imperial court? Your fleet disgraced the throne! When I return to the capital with your prisoner chains and these thirty-two treasure chests, the Emperor will reward me with your family's ancestral estates!"
Sterling raised his right hand, signaling his drake-guards.
"Guards! Land the chariot on the front lawn! Trample those weeds, smash that wooden shack to splinters, and drag both traitors before my feet in iron chains!"
"Understood!" the twelve drake-guards chorused.
The golden Sky-Chariot angled downward, its anti-gravity rings roaring with deafening mechanical hums as the four scale-drakes clawed through the air, descending straight toward the flowerbeds.
Beneath the persimmon tree, Felix Vance slowly lifted his straw hat off his forehead.
He looked at his frosted glass of peach tea.
Because of the roaring dragon-engines and the thundering horns, a tiny ripple was vibrating across the surface of the tea.
Felix looked at the approaching golden chariot.
His face was completely devoid of anger, fear, or drama. He simply wore the deeply exhausted, profoundly irritated expression of a man whose weekend nap had been interrupted by a leaf blower outside his bedroom window.
"Unbelievable," Felix muttered, letting out a weary breath. "Why does every bureaucrat in this world have a megaphone? I just wanted to finish my drink in peace."
