It confirmed knowledge of the outer route. It requested accurate passenger numbers, cargo weight, evidence of available payment and recognition of the captain’s authority aboard his own ship.
Then it said he would not enter Fathom Quay.
Felix read the last line twice.
“No reason.”
Lyra held out her hand. He gave her the message.
“He hasn’t accepted passage,” she said.
“He’s very clear about which passage he isn’t accepting.”
